Three measures for live working

electricity is an important energy in the national economy. Whether planned power cuts or temporary power cuts in the electricity sector have caused great losses to the national economy, so the opportunities to carry out power cuts are constantly reduced. Therefore, in order to meet the needs of the market economy and promote the progress and development of live working technology on the basis of safety and reliability, the following "three measures" for live working are formulated

I. safety measures

1 Strictly implement the live line operation specification

3. Protective clothing (gloves, shoes and socks) must be worn for equipotential work to ensure good contact between the connecting parts. When the head of the staff is close to the grounding body, it should be reliably connected with the protective clothing with a pressure equalizing cap

4. No outsiders are allowed to approach or stay at the live working site

5. When carrying out live work, the ground personnel around the site should wear safety helmets. Attention should be paid to pedestrians and vehicles in the urban area, and irrelevant personnel under the pole should not stay

6. For the staff on the pole, the safety belt should be tied to the pole or solid structure. It is not allowed to close on the pole tip and the cross arm and object to be removed. The buckle of the safety belt must be fastened

6.1 if the bow line interferes with the work, it can be temporarily modified with the drainage bow line

6.2 the staff on and off the pole should coordinate and cooperate well

6.3 pay attention to the safety distance when operating on the pole

7. When working in busy streets and densely populated areas, safety fences must be set up

II. Organizational measures

except for emergency repair or accurately mastering the status of on-site equipment, all planned live operations should be checked on site to find out the line operation mode, tower line condition, crossing, adjacent lines, surrounding environment, etc

2. According to the on-site inspection, fill in the live work ticket, put forward safety measures, and disclose to all staff before starting work

3. The work ticket shall be issued by the engineering leader or technical director of the production unit. The personnel who have the right to issue the work ticket shall be approved by the superior leader

4. The work ticket issuer shall be familiar with the system and be responsible for the following matters

4.1 whether the work carried out conforms to the safety regulations

5. Responsibilities of the person in charge of live work

5.1 formulate safety measures for live line operation

5.4 supervise the use and storage of live tools

6. The supervisor of live line work shall be a technical worker who has practical experience in live line work and is familiar with the site conditions. The supervisor shall not reduce the damage of polishing to a small extent and do other work to ensure continuous supervision of live line workers. When the supervisor must leave the site for some reason, he shall designate a person with supervision ability to replace the supervisor

7. The guardian shall strictly supervise the staff to comply with the regulations, and have the right to issue an order to stop work for actions that endanger personal safety. A supervisor can only supervise one work point. In the same day, when the fluctuation of not only live cut-off, fire connection, but also power-off operation is too large, you can not fill in the live work ticket, but you should separately formulate the safety measures for live work in the first work ticket

III. technical measures

1 Insulating tools should be kept by a specially assigned person and stored in a clean, dry and ventilated place. During transportation, the tools should be installed with a special waterproof canvas tool cover, and attention should be paid to moisture-proof or mechanical damage

2. Insulating tools should be placed on canvas at the work site, carefully checked before use, and wiped with a clean, dry and soft special cloth. After use, wipe it clean and put it into the tool case

3. The effective length of insulating tools shall not be less than 400mm

4. Regulations on Electrical and mechanical experiments of insulating tools:

4.1 electrical experiments: preventive experiments are conducted once a year, and inspection experiments are conducted once a year, with an interval of half a year

preventive experiment, the experiment length is 0.4m, the experimental voltage is 45 kV, and the time is 1 minute

4.2 the mechanical test is conducted once a year. The static load test is 2.5 times of the allowable working load duration of 5 minutes without permanent deformation. The dynamic load test is 1.5 times of the allowable working load and the actual operation is 3 times. Those without abnormalities are qualified

5. Shielding clothing, gloves, shoes and socks for live working shall be inspected once a quarter according to international standards

6. All live working tools shall be numbered, and the test results and date shall be labeled on the tools

7. In case of strong wind (above level 5), snow, rain and fog, and abnormal weather with temperature below minus 16 ℃ or higher than 37 ℃, live line work shall be stopped

8. The safe distance between the human body and the live part shall not be less than 0.4m, and isolation measures such as baffle shall be taken when necessary

9. When the conductor is lifted or moved horizontally, under the condition of maximum swing, the minimum distance for other shall be maintained: 0.5m for grounding body, 1m for communication line and power line, and 0.5m for adjacent phase

10. If the defective insulator has not been tested and checked, it is strictly forbidden to touch the metal connecting part with hands

11. During live disconnection and connection, the no-load line shall not exceed 5km, and the arc suppression rod with corresponding load cutting capacity shall be used for the loaded line

12. Before lapping, the phase must be checked, and the work can be carried out only after the inspection is correct. The temporary drainage wire diameter used should meet the maximum load capacity of the corresponding line
